The pace bowler has secured 309 Test scalps in 71 five-day games with an stellar bowling average.
The Australian chief selector Bailey has confirmed that skipper Cummins will be a central figure in the upcoming historic rivalry.
There were concerns that the veteran bowler might be unavailable due to a ongoing back issue that remained unresolved.
Earlier indications from the squad suggested no final decision had been made regarding Cummins' participation, with the Test matches scheduled to begin on 21 November in the WACA.
Bailey expressed that Cummins is "building up" and felt positive about the prospects of participating.
"We're aware that time is getting short and there are permutations around that, aside from the physical problem, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he's going to play a key capacity. Hopefully it's the first Test. If not, we'll reassess."
Injury History
He was sidelined the white-ball matches against New Zealand and India last month after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss three Australian summers in a short span.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to secure his spot for the series.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to recover fully for the first Test.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
All-rounder Cameron Green was excluded lately from Australia's squad for their ODI contests against the Asian giants as a safety move because of soreness in his side.
He labeled it as a "slight concern and confirmed that Green will play in the domestic first-class competition, so will be "in a good place to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to be available for the first Test as an batting and bowling option," the selector detailed.
"Originally, he'd only feature in the initial matches anyway. His aggressive style the bat in limited-overs, should it hinder progress for another day, we just made the decision to adopt a safer strategy."
